I have a dog who does the same thing if encouraged. It's called light-chasing, and can become an actual obsessive-compulsive disorder in dogs. Dr. Nicholas Dodman has a chapter on it in one of his books. Our dog doesn't have a severe problem, but for some it's really bad. This link explains a little more about it and other obsessive-compulsive problems dogs can develop.

We made the mistake of playing with our dog with a flashlight as a puppy thinking it was funny. He'd get this deranged look on his face like he was in a trance. His eyes would actually be glazed, his ears sticking out a weird angles. He'd dig at the carpet and jump up in the air if you shined it on the ceiling. He'd even sit outside the back door waiting for you to open it. (The storm door is shiney. When the sun hits it, lo and behold, he'd chase the reflection). He would watch our nextdoor neighbor's door, too.

Anyone who is encouraging this behavior should stop it now. We don't encourage any of it. If he starts it outside, we distract him by throwing his frisbee, taking him for a walk, anything. In the house we never use flashlights to play anymore. He'll jump on a reflection now and then if he sees one, but not like he's possessed. And never ever use one of those laser pointers as a toy. If it's really bad, you may want to consult your vet.

Good luck!
is she in heat? my cat is psychotic like that too. if she is young, she will be a little crazy.
Our 8 year old Golden Retriever still freaks when she sees a camera flash. Its gotten a little better over the years, as we've let her see and smell the camera before we take pictures.
my dog do that too. just stop bothering him with the flashigh, leave the poor dog alone.
our family dog did that..he would knock you over if a car reflection flashed across the room. He would run after anything shinny..if he sees it once.he;ll look forever for it..He's just curious.but if you do that often..he'll think it's a game.then you'll never get him to stop.
I have 4 dogs (2 Labs , Great Dane ,and a Jack Russel) my Great Dane spent two months trying to tear up my carpet , then I noticed what she was after , my other dogs I.D. tags were reflecting of the floor! she also chases a flash lite,Also my yellow lab kept digging up my yard so I watched her , every time someone would flush the toilet she could hear the water running underground !!( she also sings along when my daughter plays the clarinet )
One dog has good eyes and the other good hearing !
some dogs are just like that especially in puppies it's funny to watch one of my cats used to do that when a kitten she out grew it and the only way your dog could be on drugs is if you or someone else gave it to him
YOUR DOG IS JUST BORED AND NEEDS MORE EXERCISE
TRY A FEW LONG WALKS AND SEE IF IT MAKES A DIFFERENCE(LONG WALK=30-40MIN.)
PUT YOUR DOG ON LEASH AND TELL IT NO! WHEN IT REACTS TO THE LIGHT.MAKE SURE IT IS WELL WALKED FIRST. GOOD LUCK..SMALLER DOGS ARE HARDER TO BREAK.
