If he does pee outside he doesnt let it all out he holds it, what should i do, i called the vet but they keep giving me the run around, he is my baby and I worry i dont want for him to get an infection or hurt something, please help!

he's too young to have any problem like this. you might want him to get checked out by any other vet to be on the safe side. but when he See's you it's normal to pee himself, he could have a weak blatter but then again he could be confused on where is the right place to go.. it hard being he's about to be 2 years old. you might want to try a new schedule with him don't make any drastic changes for him right now when you get up in the morning give yourself about a half an hour to get ready and take him for a walk, I know this sounds crazy but talk to him as if he was a child learning how to go pottie.. this might or might not help you out but your going to have lots of problems if this goes on any longer.
he needs to see a different vet
I doubt he is "holding" it. Chances are he either has a urinary tract infection (which will require antibiotics) or he is being submissive.

I'd consider contacting a different vet.
This is not normal. Especially if this is recently, and the dog has never done this before. It could be that he has had a bad experience with peeing outside? Have you had him since birth, or did you adopt him? If he was previously owned, maybe his last owner was very protective of the garden, and lawn, and punished the puppy by hitting it whenever it peed outside.
Did you just get the dog? If you did, he may have been punished(beat) every time he peed in the house or something and he is scared to go, either inside or outside. That or he has a bladder infection. Take him to another vet.
When you call the vet, DO NOT EXPECT AN ANSWER ON THE PHONE - YOU ARE NOT GOING TO GET IT

Make an appointment and take him in and spend the money

Erratic urination is usually the sign of a bladder/kidney/urinary infection.

QUITE ASKING SOMEONE TO DIAGNOSIS ON THE PHONE OR THE INTERNET!

Sheesh..
For a starters get a new Vet. They should always be willing to help you. Secondly are you giving your dog long enough outside??
I had a dog that used to wet itself when it seen strangers coming but, not where I was concerned.
I gather its an inside dog so maybe he is preferring to be territorial and doing it inside for this reason.
Still if i was you I would get him checked out by a new vet to make sure he doesn't have any health problems first then they should be able to give you some answers as what to do next.
sometimes dogs pee in front of their master to show they fear or respect you. if this is true with your dog don't beat him or he will pee more to show his loyalty
I think that you need to find a new vet, because if i were in that situation with my dog, i would call a vet immediately.
